a subsequent floor debate." I'm 100% sure they did not debate on the Vision for Agriculture. There is none! There is only Rice Self-Sufficiency. That is not a
Vision; that is only a Goal.

takes a village. A Vision for P122
Billion to make me happy would be nothing less than
Prosperous farmer villages in
Luzon, the Visayas, and Mindanao!

Unless
you make the farmers self-reliant, not only self-sufficient, and sustainable, you
will never get his family out of poverty. even if you spent P122,000,000,000 in only 365 days.
All that
will be encouraging still Gross Domestic Product, GDP, not Gross Domestic
Prosperity, GDP². One for the already rich, one for the long-time poor. (You

GDP² is shared prosperity that GDP is not.
Congress should require the DA to come up with a National Vision. Unless they come up with a National Vision, the DA will spend all those billions sightlessly!
